This report focuses on the structural challenges facing the emergency medical services (EMS)
system along the I-376 corridor in Allegheny County from Squirrel Hill to Monroeville. As a major
regional transportation artery, the combination of traffic congestion and road design issues has
led to a high spatial concentration of accidents and medical emergencies, which frequently span
multiple municipal jurisdictions. However, this “regional demand” is met by a highly fragmented
EMS delivery system while services are primarily managed independently by individual
municipalities, lacking regional coordination in governance structures, funding sources, and
staffing.
