The Rural Water Finance Agency offers an innovative solution that's already helping Pennsylvania municipalities break through traditional funding barriers. This specialized financing agency provides tax-exempt financing for various municipal uses including water infrastructure improvements, renewable energy projects, or other essential municipal facilities. Loans have no minimum and a maximum of $30 million, with favorable terms.


In this one hour webinar, our speakers will present the benefits of this program and provide insights gleaned from an in-process $1.4 million solar project in Indiana Borough.


Meet the Speakers

Mike McCaig Managing Director, Raymond James

Mike McCaig is a managing director in the municipal finance department based in Pittsburgh, Pennsylvania. Mike specializes in working with local governments, including K-12, counties, municipalities and authorities in the western half on Pennsylvania. He also has experience with tax increment financing and project finance. Prior to joining Raymond James, Mike was associated with RBC Capital Markets. Mike has 35 years of experience in municipal finance and has acted as lead investment banker for more than 400 transactions and nearly $3 billion in municipal debt. Mike has his Bachelor of Arts degree from Baldwin Wallace University and his MBA from the University of Pittsburgh. He holds Series 7, 50, 53, 63 and 79 licenses and is a board member for the Local Government Academy – a nonprofit which works to educate and improve local governments in southwestern Pennsylvania.

Nichole Sipos Borough Manager, Indiana Borough

Nichole Sipos serves as the Borough Manager for Indiana Borough in Indiana, Pennsylvania. A proud alumna of Indiana University of Pennsylvania (IUP), she holds a degree in Business and has devoted more than 20 years to public service in her hometown.


Nichole began her journey with Indiana Borough in 2001 as Administrative Supervisor and was appointed Borough Manager in January 2023. In this leadership role, she oversees a $12 million annual budget and drives strategic initiatives focused on community development, infrastructure improvement, and intergovernmental collaboration.


As a lifelong resident of Indiana Borough and a passionate advocate for the region, Nichole’s strong connections to both the community and IUP have played a key role in fostering effective partnerships and open communication. Among her recent accomplishments is the successful management of a $4.1 million renovation of the Borough’s Municipal Building.


Beyond her professional responsibilities, Nichole remains active in civic life through her volunteer work with Quota of Indiana, an organization dedicated to supporting the local community. She is also a proud mother to two adult children, Mackenzie and Alex
